According to the legislation of the Russian Federation foreign citizens and stateless persons may enter to the Russian Federation only through established border control checkpoints. Due to absence of such checkpoints on terrain border between the Russian Federation and the Republic of Belarus, including motorways and railways, foreign citizens and stateless persons may enter to the Russian Federation from the territory of the Republic of Belarus and coming back via airway only. Upon arriving to the Russian Federation from the territory of the Republic of Belarus or departing back the foreign citizens and stateless persons must pass passport and border control procedures.
